【摘要】 重庆市万州区是三峡库区地质灾害防治工作的重点区域,其地质灾害群测群防体系的建设取得了丰富的经验和成果。本文在分析了全市地质灾害群测群防体系建设现状基础上,探讨了其中存在的问题,查找了存在问题的原因。针对群测群防体系中所存在的问题及原因,提出了地质灾害隐患点准入和消号机制,并明确了群测群防员的任用条件和职责。此外,还规定了地质灾害群测群防体系运行要求,提出了建立群测群防体系运行长效机制等建议。万州区群测群防体系建设的研究以及推广对促进全市地质灾害群测群防工作的规范化以及高效运行有重要的意义,也能为全国群测群防工作提供技术参考。更多还原

【Abstract】 Wanzhou district is a typical region of geo-hazard prevention among the Three-Gorge Reservoir Area and the group measurement and prevention system establishment of this region has been huge developed and improved.In this paper,the author analyzed the problems of the system and the reasons based on the comprehensive analysis of the system.Accordingly,countermeasures have been proposed to the problems of the system.Specifically,the author put forward a rule of admission making the employment and responsibility of a person in the group measurement and prevention system much clearer.Besides,the requirements that make sure the system to be efficiently operated have been proposed.It is believed that the study and popularize of the group measurement and prevention system will make great contribution to the standardization and efficient of the geo-hazard prevention in Chongqing,as well as the whole country.更多还原
