【摘要】 在分析民族地区全面建设小康社会的实现程度和发展的阶段性特征基础上,提出了民族地区到2020年与全国其他地区同步实现全面建成小康社会目标的理论内涵与实践特征。走出一条有民族地区特点的科学发展之路,需要建立促进区域协调发展的动态平衡机制和民族政策创新机制。因发展基础、战略地位、民族构成、外部环境、地域特征、产业结构、文化差异等方面的因素,民族地区在经济、政治、文化、社会和生态文明建设五位一体总体布局中必然会形成各具特色的发展模式。国家扶持民族地区增强自我发展能力,宜采取统筹兼顾、因地制宜、分类指导、综合施策的方针。更多还原

【Abstract】 Based on an analysis of the present construction of an overall well-off society in minority areas and the development of minority areas at various stages,the paper explores the theoretical connotations and practice for minority areas to realize an overall well-off society together with other areas in China by the end of 2020.It is proposed that minority areas should find out a scientific development road with their own ethnic features,and establish a dynamic balance mechanism for regional coordinated development and for the innovation of national policies.Because of the differences in development foundation,strategic position,ethnic constitution,external environment,regional feature,industrial structure and culture,minority areas will exhibit their unique development modes in economy,politics,culture,and eco-civilization.To enhance the self-development of minority areas,our country should make overall plans,take local condition into consideration,provide different guidance and adopt comprehensive measures.更多还原
