【摘要】 我国当前城市规划领域存在着规划缺乏科学性、权威性、时效性,公众参与程度不足,开发区规划与城市总体规划脱节等问题。同时,我国的城市规划也面临着一些新环境新问题,包括:城市的持续快速发展;经济全球化对城市发展的影响继续深化;资源环境约束、节能减排目标的影响日益强化;公众的利益表达诉求与参与公共事务需求的高涨;提高城镇化质量的迫切需求;新技术革命的影响;人口老龄化的影响;电子商务的迅猛发展;等等。针对这些问题和挑战,提出了五个方面的改进建议。更多还原

【Abstract】 There exist many problems in China’s urban planning practices,such as tack of justification,authority,timeliness,sufficient public participation,and connection between development zone planning and comprehensive planning.At the same time,urban planning in China also faces new contexts and emerging issues, including sustained rapid urban development,the continued and deepended impacts of economic globalization on urban development,environmental and resource constraints,energy conservation and emission reduction,surging demand for public participation,quality of urbanization,new technologies,population aging,rapid development of e-commerce,etc.To address these problems and challenges,this paper proposes strategies in five aspects.更多还原
