美国处理邻避冲突的做法

【摘要】 市政设施建设所引起的邻避性纠纷和冲突,是所有国家在城市化推进和城市建设中都会遇到的问题。伴随着工业化和城市化的快速推进,近年来由于市政设施建造而引发的社会群体性冲突事件在我国日趋频繁,但我国在解决邻避冲突方面还相对缺乏经验。作为邻避现象最早出现和解决邻避冲突最为成功的国家,美国在如何避免市政设施建设导致的邻避冲突方面有许多经验值得中国借鉴。本文归纳的主要经验包括:项目决策中广泛的公众参与、在设场过程中引入志愿和竞争选址程序、适当采取补偿措施等。更多还原

【Abstract】 The Not In My Back Yard conflicts caused by municipal facilities sitting are common problems in all countries during their urbanization and city construction.With the fast industrialization and urbanization,more and more social conflicts accompanied by municipal facilities sitting took place in China in the past few years.However,China lacks experiences in solving this kind of conflicts.As a country where the NIMBY phenomenon firstly took place,America is the most successful in dealing with NIMBY conflicts.There are a number of experiences that are valuable for China to learn from America,such as "Institute a Broad-Based Participatory Process","Seek Acceptable Sites through a Volunteer Process","Consider a Competitive Siting Process" and "Make the Host Community Better Off",etc.更多还原
