城市总体规划实施效果评估框架研究

【摘要】 城市总体规划作为一项公共政策,是城市发展战略和空间布局的纲领性文件。在现代城市规划运作体系中,规划实施效果评估是—个重要的和不可或缺的组成部分,且应贯穿于城市规划的整个过程。通过剖析城市总体规划实施效果评估所应具备的公共性、人文性、整体性和适应性等价值取向,认为城市总体规划实施效果评估框架应包含内容综合评估、实施可达评估、公共价值评估和环境适应评估等四个方面的内容。更多还原

【Abstract】 As a public policy,city planning is a programmatic document guiding the government to implement the city development strategy and space layout.This essay deeply reads new context and background in the new era and new urbanization development.Analysis shows that evaluation of master planning implementing should have the value orientation for the public,humanity,integrity and adaptability,and combined with the current requirements,proposed evaluation framework should include comprehensive evaluation,implementation of evaluation content,public value assessment and adaptation to the environmental.更多还原
