【Abstract】 The development of urban culture must give consideration to both national policy and local situation. It must take into account a complete set of finance, taxation, land use and human resources measures. Special funds must be dedicated to cultural projects in order to help develop urban culture and elevate its overall competiveness. Scientific and technological inno-vation is a critical supportive factor in this regard.
