【摘要】 大规模的保障性住房建设计划需要巨额资金支持,必须积极探索调动社会资源参与投资和建设,通过金融创新、机制创新和管理创新,提高保障性住房建设和运营的效率。对典型城市中企业参与保障性住房建设运营的情况进行调研,分析当地政策背景及企业参建情况。对企业参建的机遇与风险进行分析,指出企业参建保障性住房能够获取一定的收益,加速资金周转;享受相关优惠政策;通过混建间接获得所持土地、房产增值的好处;解决职工住宿难题,增加企业对人才的吸引力;履行社会责任,提升企业的美誉度及和政府搞好关系。分析了企业参建必须面临的资金、违约、市场、政策等方面风险。对参建企业提出选择合适的项目、加强内部管理的建议,对政府提出要在土地、金融、规划、退出等方面进一步加强努力的建议。更多还原

【Abstract】 Big scale of affordable housing construction plan needs huge money,so there is a must to attract social forces to participate in it and improve the efficiency of construction and operation by financial,mechanism and management innovation.This paper investigates the participation situation of companies in the affordable housing construction and operation in typical cities of China,researches the local policies. And this paper analyses the opportunities and risks for participating companies,we argue that they can earn some profit and accelerate the capital turnover,enjoy relevant preferential policies,get value-added benefits indirectly from mixed construction,solve staff accommodation problem and increase their attraction to talents,fulfill social responsibility,promote their reputation and built a good relationship with the government.We also argue that these companies must be faced with capital,contract,market,and policy risks.The paper recommends the participating companies to choose suitable project,strengthen internal management and suggests the government to make further efforts towards land,finance,planning,exit mechanism and etc.更多还原
