【摘要】 中国城乡收入差距与特有的双重二元体制安排密切相关,即不仅与城乡二元结构形成的收入差距有关,还与因户籍制度而造成的公共服务差异有关。因此,我们有必要将城镇化、市民化与城乡收入差距纳入一个整体进行系统考察,力求通过选择合理的市民化措施,破解双重二元结构对城乡收入差距的影响。一般而言,市民化政策有两种,一是扩大户籍比率,二是缩小户籍人口间公共服务差异。本文研究发现:城镇化有助于缩小我国城乡收入差距;市民化影响城乡收入差距因措施不同而作用相反:扩大户籍比率将拉大城乡收入差距,而减小公共服务差异则缩小城乡收入差距。但是,两种市民化措施都将推动城镇化,进而间接缩小城乡收入差距。比较两种市民化措施对城乡收入差距的影响路径,本文认为应调整市民化措施,并在此基础上提出相关政策建议。更多还原

【Abstract】 Urban-rural income gap in China is strongly related to its typical double dual structure,which means it is related not only to income gap caused by urban-rural dual structure,but also to the public service gap caused by household registration system.Therefore,it is necessary to conduct a holistic and systematic investigation of urbanization,citizenization and urban-rural income gap as a whole with the aim to crack the influence of double dual structure on urban-rural income gap by choosing proper citizenization measures.In general,citizenization measures fall into two categories;one is to expand the ratio of household registration;the second is to reduce the gap of public service between citizens of different household registration types.This article concludes that:urbanization contributes to narrow the urban-rural income gap;influence of citizenization on urban-rural income gap varies with different policies;expanding household registration widens the urban-rural income gap;narrowing the gap of public service contributes to narrowing the urban-rural income gap.However,two types of citizenization measures both propel urbanization,therefore indirectly narrow the urban-rural income gap.By comparing the influence paths of two urbanization policies on urban-rural income gap,this article concludes that it is necessary to adjust urbanization polices,and based on which put forward to relevant suggestions on policies.更多还原
