【摘要】 总结合肥创新型试点市的建设经验,为合芜蚌试验区乃至全国其他区域自主创新,提供各具特色模式的理论选择依据和实践操作手段。本文从培育创新型企业、培育战略性新兴产业、建设创新服务平台、集聚和造就创新人才、推进体制与机制创新等5个层面阐述了合肥国家科技创新型试点市发展模式;研究归纳了推进"试点"建设,必须注重整体联动、综合配套改革、政策落实、完善技术创新体系、狠抓人才队伍建设等建设经验;提出进一步深化合肥国家科技创新型试点市建设,要重点发展战略性新兴产业、打造自主创新支撑体系、加快高新技术产业基地转型升级、集聚创新人才和创新资本、扎实推进企业股权政策试点等方面的对策建议.更多还原

【Abstract】 the paper summarized Hefei’s construction experience as an innovative pilot city and provided distinctive patterns of theoretical basis and practical operation means for Hefei Wuhu Bengbu Independent innovation experimental area and even other regional independent innovation in the whole country.From five aspects of cultivating innovative enterprises,fostering strategic emerging industries,constructing innovation service platform,agglomerating and bringing up creative talents and promoting the innovation in systems and mechanisms,the paper elaborated the development model of Hefei as a national science and technology innovation pilot city,studied and sum up that to push forward the construction of the "pilot" must pay attention to the construction experiences such as the overall linkage,the comprehensive reform,the policy implementation,improving the technology innovation system and the construction of talent team.It also put forward some suggestions to further deepen the construction of Hefei as a national science and technology innovation pilot city,such as focusing on strategic emerging industries,building independent innovation support system,speeding up the upgrading of transformation and of the rising technology industry base,clustering innovative talents and capital,promoting policy pilot of the enterprise equity.更多还原
