【Abstract】 The local governments illegally take large amount of famers’ interests coming from collective land urbanization development,sale farmers’ land at a very high price but pay farmers at a lowest rate and arrange the flats for the farmers at the suburban area far away from the downtown area during the procedure of the reconstruction of the village in city,which results a series of malignant society events. The concept,legislation,executive and supervision factor was studied,several countermeasures were put forward,such as change the idea,perfect legislation,correct system and strengthen supervision.更多还原
