【摘要】 分析了我国农村土地规划管理中存在的问题,一是农村土地产权制度有待进一步完善,二是农村土地规划体系存在问题,三是农村集体土地利用率低。结合优先进行农业耕作使用、节约土地、因地制宜的原则,分区域地提出了我国农村土地规划管理改革的具体措施:在沿海发达地区,可采取"迁村并点"、整村搬迁、旧村改造、城镇社区化等措施;在中部地区,要重视农田改造和农田产品发展;在生态薄弱地区,农村土地规划管理要注重特色农业发展和生态保护。更多还原

【Abstract】 The existing problems in rural land planning management were analyzed,such as rural land property system should be improved,existed problems in rural land planning system and low utilization rate of rural collective land. The specific measures for rural land planning management reform were put forward as follows: in developed coastal area,relocating the whole village,transforming the old village,urban community; in central area,pay attention to farmland transformation and agricultural products development; in fragile ecological area,rural land planning management should pay attention to development of characteristic agriculture and ecological protection.更多还原
