【Abstract】 There are some problems in the implementation of Essential Medicine System,such as the low-price competition among pharmaceutical enterprises,debt risk of local government and irrational drug use.The stakeholders of Essential Medicine System include government,pharmaceutical enterprises,medical institutions and patients.Gaming among them affects the results of measures.Several suggestions and countermeasures for optimizing essential medicine policy are put forward,including formulating strict standards for admittance into the bidding market,strengthening management of bidding and tendering,improving the compensation mechanism for medical institutions,and improving the diagnosis and treatment of basic medical and health institutions.更多还原
