【Abstract】 Taking "Zhejiang Zhoushan Islands New Area" into consideration in a globalizing trend, it is found that it is very suitable to be built into a "tertiary port city", which is a brand-new academic conception and will be a goal for both political and academic fields to pursue. The development of man’s marine society has undergone three phases, which are Mediterranean Phase, North Atlantic Phase and Northwest Pacific Phase. Some experts predicted long ago that Northwest Pacific waters would dominate the whole globe in the 21st century. The current world has formed the "Brics Countries" made up of Brazil, South Africa, India, Russia and China.
