【摘要】 加强部门之间的协调与合作是我国深化医药卫生体制改革的新要求,基本药物制度实施过程中部门间的协调显得尤为重要。本文简单介绍了帕森斯的"社会系统理论"与多伊奇的"政治系统理论"及其对基本药物制度推行过程中如何加强政府部门间协调的启示,重点探讨了部门间协调机制在基本药物制度的政策制定、执行督导及信息交流沟通等实践方面的运用,并对其相关经验进行了总结,为逐渐完善政府部门间的协调机制及其他部门间加强协调提供了参考依据。更多还原

【Abstract】 It is one of urgent development needs to strengthen interagency coordination and cooperation in deepening the medical and health system reform,which is more important for the implementation of National Essential Medicine System. This paper gives a brief introduction of the Parsons’Social Systems Theory,Deutsch’s Political System Theory and their enlightenment on how to strengthen coordination between government departments in terms of decision making,implementing regulation,and information sharing,focuses on the application of coordination mechanism in implementing National Essential Medicine System and summarizes the relevant experience,which provides a reference to improve the governments’inter-departmental coordination mechanism and enhance coordination among other departments.更多还原
