【摘要】 [目的]了解基层疾病控制业务技术骨干对国家疾病控制政策的认识及业务技术素质提高需求,为国家制定相关政策提供参考依据。[方法]自行设计调查问卷,于2012年6月对参加山东全省疾控业务骨干培训的县级学员每县10人合计1 400人进行问卷调查。[结果]发放问卷1 400份,回收合格问卷1 389份,合格率为99.2%。对与疾病控制有重要关系的基本公共卫生政策比较了解的1 037人(占74.6%),并认可的835人(占60.1%)。114人(占80.2%)的人认为财政支持力度不足是当前疾病控制存在的主要问题,546人(占39.3%)认为专业技术人员数量不足是基层疾控队伍的主要问题,958人(占69.0%)认为慢病防制是当前要解决的首要的公共卫生问题,1 028人(占74.0%)认为健康教育在疾病控制工作中的地位应该加强。基本技能更受基层业务技术人员重视,1 097人(占79.0%)希望通过相对长期正规的途径学习,782人(占56.3%)选择影响学习的最主要因素是工作忙没时间。[结论]国家应切实加强对疾病控制和公共卫生的重视,加大财政投入,从体制上提高疾控机构人员编制人数,使之与日益繁重的疾控任务相适应。更多还原

【Abstract】 [Objective] To understand the awareness on national disease control policy and demand for professional technology quality improvement among disease control professional backbone at the grassroots,so as to provide basis for making policies by the government.[Methods]A questionnaire survey was conducted among 10 professionals sampled from each county attending the training course for disease control professional backbone in Shandong province.[Results]The majority of them had more understanding(74.6%) and recognition(60.1%) on basic public health policies which had important relations to disease control.80.2% thought that lack of financial support was the current major disease control problem,39.3% thought that the professional and technical personnel shortage was the current major problem at the grassroots CDC team,69.0% thought that the chronic and non-communicable disease control and prevention was the current top public health problem to be solved,74.0% thought that health education should be strengthened in disease control work.Basic skills are more popular among local technical personnel.79.0% hoped to learn through relatively longer formal approach,the major influential factor on learning was lack of time due to busy work(56.3%).[Conclusion]The government should pay more attention to the disease control and public health,increase financial input,increase the staff of disease control institutions from the system,so that meet with the increasingly heavy disease control tasks.更多还原
