【摘要】 目的:探索门诊统筹运行存在的问题,为新农合门诊统筹的顺利推行提供理论依据,对如何完善新型农村合作医疗补偿方案提出政策建议。方法:通过文献研究和纵向对比研究,分析河南省武陟县门诊统筹实施前后的状况。结果:武陟县自2009年实行门诊统筹制度以来,参合率和住院率有所提高(χ2=1101.010,P=0.000),门诊资金支付率和住院资金支付率提高,门诊补偿人次和人均门诊补偿人次增多(χ2=70.401,P=0.000),次均门诊费用和实际补偿比有所降低。结论:门诊统筹的实行可以增加农民参加新农合的积极性,加大对门诊和住院资金的使用,在一定程度上释放了农民的门诊需求,加大对卫生服务的利用。更多还原

【Abstract】 Objective:To provide theoretical guidance for running of pooling funds for outpatient service of New Rural Cooperative Medical System(NRCM)and to explore the problems in running of pooling funds for outpatient service.At the same time,put forward political suggestions to perfect the compensation package of new rural cooperative medical care.Methods:Document study and vertical comparison were used to analyze pooling funds for outpatient service between before and after in Wuzhi county,Henan.Results:Since the implementation of the pooling funds for outpatient service of Wuzhi county in 2009,the participation rate and hospitalization rate had risen(χ2=1101.010,P=0.000).Meanwhile,outpatient funds payment rate and hospital funds payment rate had gone up.Outpatient visits compensation and outpatient visits per capita compensation had risen(χ2=70.401,P=0.000).But outpatient fees per time and the actual compensation ratio had dropped.Conclusion:The running of pooling funds for outpatient can increase farmers’ initiative to participate in new rural cooperative medical care and increase the use of the outpatient funds and hospital funds.To a certain extent,it can release the outpatient requirements of farmers and increase the utilization of health services.更多还原
