【摘要】 公民参与是服务型政府建设的内在要求。公民参与对于县级政府而言尤为重要,它有利于促进县级服务型政府建设,形成公民与政府的良性互动。本文以浙江温岭为例,阐述了民主恳谈会中公民与政府的互动情况,总结了公民参与取得的成绩,分析了公民参与存在的制度化规范不足、代表性失衡、组织化程度不高和参与连续性不够等问题,在此基础上提出了完善公民参与的制度设计,合理选择公民代表,培育公民社会组织和强化公民后续监督等对策,以期为各地开展县级服务型政府建设提供借鉴和参考。更多还原

【Abstract】 Citizen participation is an inherent requirement of the service-oriented government construction.Citizen participation is particularly important for the county-level government,because it is conducive to promoting the construction of county-level service-oriented government,and the formation of positive interaction between citizens and government.In this paper,a case study of Wenling,Zhejiang Province is conducted through an introduction of the Interactions between citizens and government and an analysis of problems existing in citizen participation such as the inadequacy of institutionalized norms,the representative imbalance,the low level of organization and the insufficiency of participation continuity.Then a system is designed to improve citizen participation,with solutions for how to choose citizen representatives reasonably,establish civil organizations and strengthen the citizen’s follow-up supervision,hoping to make some contribution to the construction of service-oriented government at the county level.更多还原
