【摘要】 肇始于建国初期的信访制度是我国国情的具体体现之一。现实表明,信访制度作为一项具有中国特色的政治设计与安排,虽然在一定的时期起到过一定的作用,但由于这一制度客观上与目前的市场经济环境不适应,在现实实践中业已成为国家政治认同流失的重要渠道,如果不进行制度优化和创新,将会进一步加剧社会矛盾和冲突。因此,在新的时代背景下,实现信访制度的突破与创新就成为摆在我们面前的现实课题与紧迫召唤。更多还原

【Abstract】 Beginning in 1950’s,the petition system is a concrete manifestation of Chinese Circumstance.As a political arrangement with Chinese characteristics,the petition system doesn’t meet the requirements of market economy although it has played a certain role at certain times.It hindered the national and political identification of people in practice.If we don’t carry out system optimization and innovation,social contradictions and conflicts will further be intensified and escalated.Therefore,in the new context of the times,achieving the breakthrough innovation of the petition system becomes a practical and urgent issue.更多还原
