【Abstract】 This paper holds that the primary goal of China’s economic development should be full employment,not the high economic growth.To achieve the primary goal,it is necessary to face up to the reality of service industry’s strong ability in absorbing employment,to recognize the main reasons that service industry development lags behind,to take establishing service industry as a leading industry as the main direction of development mode change,to clarify the basic idea,to find strategic breakthrough,to take effective measures and to promote the development of China’s service industries.更多还原
