【摘要】 作为一种准公共产品,在很大程度上基础教育资源配置不均衡之痼疾与政府体制性资源以及政策性资源配置有直接关系。本文梳理新中国成立以来我国实行的教育资源配置政策,发现产生教育资源配置不均衡痼疾的主要原因:一是"精英主义"教育政策导致校间不均衡;二是"城乡分治"政策导致教育城乡二元分割。基于此,本文提出取消户籍对教育的限制、宏观调控教育政策的对策建议。更多还原

【Abstract】 As a quasi-public product, to a large extent, the unequal allocation of basic education resources has direct relationship with the unbalanced allocation of institutional resources and the policy resource of the government. After sorting the allocation policies of the education resources since the founding of the People’s Republic of China, this paper finds, the main reasons of the unequal allocation of educational resources as follows: firstly, the education policy of "elitism" leads to inequality among school; secondly, the policy of "the government of the urban and rural area" leads to binary division of urban and rural education. Based on this, it proposes the countermeasure proposals of canceling the restriction of household registration to education, regulating and controlling the macro education policy.更多还原
