【Abstract】 Along with the development of the society and the acceleration of the group incidents,the emergence of the fact is inevitable.Local government officials’ awareness can not reach the designated position and the early emergency warning disposal system is imperfect lead to the frequency of the group incidents.To solve the problem,the local government should improve the understanding,pay equal attention to prevention management,to establish the public opinion warning and processing mechanism,in order to promote local stability and development.更多还原
