【摘要】 20世纪90年代后期以来,随着我国国有企事业单位改革和教育体制改革的推进,学前教育领域也出现了转制学校改革。这一改革的实质在于引入多个投资与办学主体,将原本完全由政府承担的投入和办学职责部分地转移给市场。然而,由于教育法律法规关于转制幼儿园具体规定的缺乏,导致其在办学中出现了政府责任缺位、产权界定不清晰等问题。完善转制幼儿园法律规范的两个着眼点一是要通过法律法规明确政府责任,二是要制定转制园内部产权归属细则。更多还原

【Abstract】 From the Later in the 1990 of the 20th century,kindergartens have switched to new term with the reform of enterprise and public institution and education system.Because of the deficiency of specific provision for the conversion kindergarten,the government duty is omission in the process and the delimitation of property rights of the kindergarten is in fuzziness.The government should explicit its duty and formulate the rules of delimitation of property rights.更多还原
