【摘要】 通过实施有效的产业政策,日韩两国在较短的时间里实现了产业结构升级,呈现出"三二一"型结构。虽然不同时期两国产业政策也存在许多问题,但合理化、高级化的总体发展趋向使其成为产业结构升级的典范。中国目前仍属于"二三一"型产业结构,产业结构滞后于日韩两国。为促进我国产业结构调整和升级,应借鉴日韩经验,制定正确合理的产业政策,有效利用关税政策,重视人力资本对产业结构升级的作用,推动科技进步,重视环境保护,实现经济的可持续发展。更多还原

【Abstract】 The effective industrial polices enabled Japan and Korea to upgrade their industrial structure to tertiary sector-dominated economies.A host of queries have been raised about the Japanese and Korean industrial polices.Nevertheless,the rational and evolutionary development had made the two countries paragons of industrial upgrading.The Chinese economy is presently dominated by secondary sector,falling behind the two countries in terms of industrial structure.The Japanese and the Korean experiences have important implications in that China should achieve the economic sustainability by means of 1) making rational industrial polices;2) making effective use of tariff policies;3) emphasizing the role of human capital in industrial upgrading;4) promoting technological progress;and 5) protecting the environment.更多还原
