【摘要】 在对三省六县新农保制度建设情况进行实态调研的基础上,总结了中国新农保试点工作中在政策宣传、政府补贴、平台建设等方面的基本经验,分析了新农保制度运行中存在着捆绑政策不合理、综合配套措施与服务滞后等问题,提出应逐步取消捆绑政策,提高未来养老金待遇水平,推动新农保配套措施,实现新农保基金保值增值等政策建议。更多还原

【Abstract】 Based on the field investigation and study of the construction of the new rural pension insurance system of six counties in three provinces,the paper summarizes basic experiences on policy publicity,governmental subsidies,platform construction,etc.of the pilot work of the new rural pension insurance in China,analyzes the problems with the operation of the new rural pension insurance system,such as the irrational binding policy,the lack of comprehensive matching measures and delayed service,and makes policy suggestions on the abolishment of the binding policy,increase in the level of the future pension treatment,promoting of the comprehensive matching measures of the new rural pension insurance system,and the realization of the value-keeping and value-addition of the fund for the new rural pension insurance.更多还原
