【Abstract】 The basic root of the shortage of integrity in the local government is clarified from the aspects of culture,society and system.It is pointed out that the real reason why the local government breaks its promise is that the government is lack of consciousness of serving people,deviation of administrative power,unsound systems of punishment,interest conflict of state and local place and unscientific performance appraisal systems.更多还原
