【Abstract】 The paper investigates that the transparency and openness are the first important elements towards the good administration in executive management in modern society.And moreover,it discusses the foundation of the transparency in administration against the due process and fair procedure as well as the ideology of the rule of law.Furthermore,the new type of relationship between the government and the citizens is explored under the good administration.Finally the paper analyzes the deficiency of transparency in the proceedings of administration in China and provides the stages and programs to make it more reasonable and more appropriate.更多还原
