我国地方政府执行力评价指标体系的构建
Construction of Evaluating Indicator System of Chinese Local Governmental Executive Ability
【摘要】 采用"自上而下"的执行研究路径,从政府执行的动态运行机制出发,构建了地方政府执行力的评价指标体系。在问卷调查的基础上,运用层次分析法确定了各项指标的权重系数,并对指标体系的信度和效度进行了检验。检验结果显示,执行能力和执行效力的指标权重相近,分别为0.457 9和0.416 1,均大于执行条件指标0.126 0的权重,执行环境和执行文化指标对地方政府执行力的影响较小。由于一般比个别深刻、个别比一般丰富,在指标体系的实际运用中,需要根据具体地区的实际情况做进一步的调整。
【Abstract】 Based on the questionnaire survey,the paper determines weight value by analytic hierarchy process,and examines the reliability and validity of evaluating indicator system.The result shows that executive capability and executive effect indicator have the proximal weight value,0.4579 vs 0.4161 respectively.They far outweigh the weight value about 0.1260 of executive condition indicator.Execution environment and executive culture indicator have slight effect on local governmental executive ability.The general is more profound than specific,but the specific is more plentiful than the general.In practice,evaluating indicator system should be adjusted according to specific regions’ circumstances.
