【摘要】 随着经济社会的不断发展和政治体制改革的逐步深化,我国部分地区出现了政府、社区、民间组织等不同利益群体携手共同治理生态环境的新模式——协议保护。为了保障项目的顺利开展与实施,以达到改善生态环境、促进社会和谐发展的目的,不同利益群体在协议保护中应该扮演好自身角色才能够使整体效能得到最大发挥,并产生部分溢出效能。文章以甘肃省白水江国家级自然保护区李子坝村协议保护试点项目为例,从公共治理的视角出发,探析各个利益群体在协议保护项目中的合理角色定位。更多还原

【Abstract】 With the continuous economic and social development and the constant deepening political reform,there emerges a new model combining interest groups,such as the government,community,and civil organizations to manage ecological environment in some areas of our country-protection agreement.In order to ensure successful development and implementation of the project,so that we can improve ecological environment and promote harmonious social development,every interest group in the protection agreement should play its own role to exert the overall performance and produce part of the overflow performance.This paper sets the project of agreement protection in Baishuijiang National Nature Reserve areas as an example,from the perspective of public governance,exploring reasonable role of various interest groups in the agreement protection.更多还原
