【摘要】 20世纪初,随着新政的举办,警察制度逐步向州县发展。清末州县巡警除承担逮捕、押解盗贼凶犯等司法职能外,还承担城乡户口调查与管理、卫生、消防和维护社会公共秩序等职能,成为基层社会中的一种新的权力关系。然而由于这种权力行使的不规范,也由于州县巡警采取了"就地筹款"的方式解决经费来源,导致警民冲突不断。与此同时,随着州县巡警的建立,基层社会治理模式发生转变,国家权力借助警察制度深入基层,并促使乡绅进一步分化。更多还原
