【摘要】 "村改居"是我国城市化或城镇化的路径之一,该项工作启动以来,村委会向居委会的建设取得了积极的进展,但也存在着职能转变不到位、行政化色彩浓重、自治功能不足的问题。"村改居"社区居委会所应发挥的独特作用主要体现在:社区人口再组织化和居民自治的重要组织平台;城市化进程中社区公共服务的生产者和供应者;原住村民和进城农民工融入城市并转变为新市民的重要组织平台。"村改居"社区居委会的工作创新应从拓展管理服务对象、吸引新老居民参与社区活动和公共生活、全面落实新老居民的民主权利、规范民主议事和决策程序等方面着手。更多还原

【Abstract】 One way of China’s urbanization is "dismantling villages and setting up urban communities".This project has made much progress since its beginning.However,there also exist some problems for the residents’ committee in "country to residence" communities now,such as less changing of their functions,administrative character,and poor function of autonomy.Special roles they should play are:1) important organizational platforms for community population to re-organize and self-govern;2) producers and providers of community public services during the process of urbanization;3) important organizational platforms for former villagers and migrant labors to integrate into city and become new citizens.For their innovation,residents’ committee in "country to residence" communities should expand their serving scope of community population,Abstract much more residents participating community activities and public life,fully guarantee new and old residents’ democracy rights,and specify procedure of discussing public affairs and making policy.更多还原
