【摘要】 本文通过分析研究内蒙古自治区"十一五"土地利用与保护的现状,认为"十一五"期间自治区在耕地保护、规划与计划管理、盘活存量土地、规范土地市场行为、优化土地利用结构、推进基础工作等方面取得了显著成效;同时,也存在土地利用结构不尽合理、耕地质量总体不高、建设用地集约利用程度低、土地市场有待进一步规范等土地利用问题。从破解保障发展和保护资源两难角度出发,提出今后自治区土地利用与保护应严格执行土地利用总体规划、建立健全土地利用现状遥感动态监测机制、加强建设用地预审和计划管理、严格执行用地标准和供地政策、建立健全公众参与制度、完善征地补偿安置制度、加强土地管理信息化建设等对策措施,对进一步加强自治区土地利用与保护工作具有重要意义。更多还原

【Abstract】 This paper deem that Autonomous Region has achieved remarkable results in the area of farmland protection,planning and project management,make an inventory of the stock of land,regulate the land market behavior,and optimize land use structure,promote the basic work;the same time,there are also the problem of land-use structure is not reasonable,the overall quality of cultivated land is not high,the low level of intensive use of land for construction,subject to further regulate the land market,by analyze and research the status quo of land-use and protection of Inner Mongolia Autonomous Region during "the 11th Five-year".From solve the dilemma of development and protection of resources,proposed the countermeasure of future’s land-use and protection.Proposed future regional land use and protection should be strictly enforced land use planning,establish a sound land use remote sensing dynamic monitoring mechanism to strengthen the pre-construction land,and project management,standards and strict implementation of land for land policy,establish and improve public participation in the system,improve land compensation and resettlement system,strengthening of land management,information technology and other countermeasures.To further strengthen regional land use and conservation of great significance.更多还原
