【摘要】 党的十七大以来,国家技术创新体系加快推进,取得了显著成效,但是也面临着创新驱动与科技支撑不力、企业自主创新能力不足、大学及科研机构的技术成果转化和扩散能力较弱等突出问题。必须从战略层面整体谋划技术创新政策,全面实施创新驱动和科技优先发展战略,建立健全以企业为主体的协同创新机制,积极推进大学技术创新扩散,不断优化市场环境和创新环境,完善国家和区域创新网络。更多还原

【Abstract】 Since the Party’s Seventeenth Congress,national technical innovation system accelerates,and has made great achievements,but also faces some highlight problems such as lacking of innovation drive and scientific support,lacking of independent innovation capability of enterprises,weak in technological achievement transformation and proliferation capability etc.Must overall plan for the technical innovation policy from the strategic level,fully implement the development strategy of innovation-drive and technology priority,establish and improve the enterprise-based collaborative innovation mechanism,actively promote the technological innovation diffusion of university,constantly optimize the market and innovative environment,improve the network of national and regional innovation.更多还原
