【摘要】 自2006年起,全国人大代表韩德云连续七次提出官员财产申报立法的议案,官方对此的回应从"条件尚不成熟,推行存在困难",到"正在积极开展工作,适时向人大提出立法建议",再到"着手起草建议稿,结合实际对制度设计进行研究论证",这表明我国官员财产申报制度的构建趋向为分阶段分步骤地渐次推进。鉴于当前严峻的反腐败形势,官员财产申报制度的构建不宜过于缓慢,加快这一制度的构建,则不仅需要国家在立法、信用体系建设、监督机制等方面大力推进,还需要作为申报主体的官员明确自身的角色位置,成为财产申报制度的"推动者"而非"阻挠者"。同时,广大社会公众要摆脱传统"官本位"思想的束缚,增强现代公民意识,用积极有序的政治参与来促成官员财产申报制度确立。更多还原

【Abstract】 Since the year of 2006,HAN Deyun,deputy to the National People’s Congress,has continuously put forward the proposal of Chinese officials’ property declaration system for seven times.At first,Chinese government responded to the proposal with the attitude that the conditions were still immature and difficulties existed in its implementation.Later,it declared that work was actively carried out and the legislation proposal would be presented to the National People’s Congress at the proper time.Recently,our government announced the proposal was being drafted and the contents of the system were being studied with the consideration of Chinese present situations.The process shows that Chinese officials’ property declaration system is being gradationally advanced step by step.Because of the severe situation of anti-corruption,it’s improper for us to slow down the speed of its establishment.To speed the establishment,we need to strengthen legislation,credit system and supervision mechanism.What’s more,civil servants,the subjects of the property declaration,should be clear of their roles and positions,and promote instead of preventing the advancement of the system.Meanwhile,the public should get rid of the thought of "officialdom standard",enhance the consciousness of a modern citizen,and participate in the establishment of the system through an active and orderly political method.更多还原
