【摘要】 随着我国经济的快速发展,对地方科技基础条件资源的投入也越来越大。因此,如何评价科研机构资源的配备效率就显得十分重要。根据甘肃2010年度的地方科技基础条件资源调查数据,采用DEA分析的CCR模型,借助Spss17.0、Deap2.1等相关分析软件,比较了各科研机构资源配置的效率及超效率水平,揭示了其资源优化的配置情况。结果表明,甘肃的科研机构绝大多数存在科研仪器设备投入和科研过程人才培养不足的情况,通过资源配置效率比较分析,甘肃省应该加快科研事业机构企业化改革的进程。更多还原

【Abstract】 The local science and research basic conditional resource has been investing large more and more with the China fast developing economy. So, how to evaluating the efficiency of science and research departments become very important. Basing on investigation data of local S&T basic conditional resource in Gansu 2010, depending on the analysis software of Spss17.0, Deap2.1 and so on, the paper returning to the CCR model of DEA, compares with the efficiency and super-efficiency between the all science and research departments, and reveals the condition of resource optimization. The results show that most of all science and research departments lack of investment in science and research instruments and talent product in the science and research process, and the Gansu province through comparing and analyzing the resource configuration efficiency, should accelerate the process that the institution science and research departments change into enterprise.更多还原
