论新公共管理与公务员职业化
New Public Management and Professionalism of Civil Servants
【摘要】 新公共管理已成为国内外公共行政部门改革的重要方向,成为各个国家提升竞争优势的重要渠道。新公共管理对我国建立高效、廉洁的政府具有重大意义。新公共管理的有效实施需要对公共人力资源战略和策略进行重新思考和变革,公务员职业化即是其中有效且有现实性的关键举措。《中华人民共和国公务员法》的实施为公务员职业化提供了法律基础,但仍然需要构建公务员的职业化体系和实施框架。公务员职业化体系是基于战略性人力资源管理理念,以公务员能力素质模型为基础,以人力资源管理核心流程为横向体系的整合系统框架。
【Abstract】 New public management has become the important direction in the reforms of public administrative departments at home and abroad,it’s an important channel to enhance the competitive advantage for each country.The new public management is of great significance to establish efficient,honest government in China.The new public administration’s effective implementation needs carries on to the public human resources strategy and tactics to rethink and innovation.Professionalism of civil servants is one of the effective and practical key actions.The Civil Law provides the legal basis for civil servants.But civil professionalism system and implementation framework still need to be built.Civil servants professional system is an integration system framework that based on strategic management concept of human resources and the civil servants competency model,took the human resources management core process as horizontal system.
