【摘要】 为积极稳妥地推进河北省"十二五"期间农村新民居建设的发展,对各地新民居建设进行综合研究,运用具体实例,从投资运作方式、村庄形态两个方面总结归纳出九种新民居建设的典型做法。进行新农村建设应坚持一切从实际出发,因地制宜,尊重发展的客观规律;必须充分尊重农民意愿,切实做好新形势下的群众工作;必须切实关照农民利益,使农民在新民居建设中感受到收获;必须坚持依法按程序办事,防止和消弭建设过程中产生新的社会矛盾和问题;必须把基础设施和公共服务设施建设放在重要位置,为农民追求新生活提供好导向;必须盘活用好新民居建设节余土地,以发展集体经济,打造产业支撑,确保农民住得起、住得好、有保障。更多还原

【Abstract】 The paper makes a comprehensive study on new residential construction of many areas in Hebei Province in order to push forward the development new residential construction in rural areas during the 12th Five-year Plan.The paper summarizes 9 typical kinds of practice ways of new residential construction from two aspects of investment operating modes and village form and through concrete examples.New rural construction must adhere to proceeding from reality and local conditions,respect the objective laws of development;New rural construction should fully respect the wishes of farmers,doing mass work effectively under new situation;New rural construction must consider the interests of farmers fully,and make farmers feel the new residential construction is benefit to themselves;new residential construction must adhere to the law and follow the legal and reasonable procedures in order to prevent and eliminate new social conflicts and problems in the process of new residential construction;new residential construction must put infrastructure and public service facilities construction first,providing good orient for farmers to seek a new life;new residential construction must guarantee the rural house sites and the conservation land are still owned by peasant after the construction process for the purpose of develop collective economy and foster leading industries,ensuring that farmers can afford to live in the new resident.更多还原
