【摘要】 近年来,我国非政府组织发展迅猛并在公共服务提供和公共事务管理方面发挥了积极作用。但是,非政府组织的相关立法却严重滞后,虽然有关非政府组织的立法很多,但是尚没有形成一部统一的关于非政府组织的性质、地位、权利义务、管理制度等方面的实体法律,并且现有法律内容庞杂,效力层次比较低,管控思维严重。在今后的立法工作中要逐步改善这些不协调的局面,逐步转变对非政府组织的管控思维,制定一部统一的《非政府组织法》,降低非政府组织的进入门槛,完善非政府组织的监督体系以及完善其配套法律的建设。更多还原

【Abstract】 For the past few years,the Non-governmental Organizations have developed rapidly and have played a positive role in public services and public management.But the legislative work lags behind seriously.Although,there are a lot of laws on NGO,a unified law about the nature,status,right and duty,management system of NGO is still not available.The contents are very complex and the effect level is low.The control is also very powerful.In the future,it is necessary to change the abnormal situation and turn control concept to support concept.It also needs to establish a unified NGO Law,to decrease the threshold of NGO,and to develop the supervision system and matching laws.更多还原
