【摘要】 协商民主作为一种科学决策方式和民主治理模式,强调通过意见、建议的有效沟通、协调和整合达成共识,实现公共决策和立法的合法化。协商民主具有消除矛盾与冲突、增进协调与团结的价值与功能,与民族区域自治的原则和精神具有一定程度的暗合。在民族问题治理过程中引入协商民主机制,扩大少数民族群众有序政治参与,有利于缓解社会矛盾,促进多民族国家的政治整合与民族区域自治制度的完善和创新。更多还原

【Abstract】 As a kind of scientific decision as well as a mode of democratic rule,deliberative democracy puts emphasis on effective communication,coordination and integration to reach a consensus so as to realize the legalization of public decision making and legislation.Consistent with the principles of regional autonomy for ethnic minorities,deliberative democracy has the functions of eliminating conflict and improving coordination.Introducing deliberative democracy mechanism to the management of ethnic affairs and enlarging the ethnic minorities’orderly political participation can not only ease social conflicts but also promote the political integration of multi-ethnic country to further innovate the system of regional ethnic autonomy.更多还原
