【摘要】 高校章程是高校的"宪法",但目前我国多数高校未制定章程,高校依法治校缺少依据。教育部制定、发布并于2012年1月1日起正式施行的《高等学校章程制定暂行办法》,对推动我国高等教育体制改革、建设现代大学制度具有里程碑的意义,中国的大学进入了"立宪"时代。省级教育主管部门应该明确要求所属高校制定各校的章程;制定章程,高校要结合自身实际对《办法》规定的内容进行创设性的规定;制定章程,必须经过充分的讨论和严格的程序。更多还原

【Abstract】 The constitution of universities is the " constitution ",at present of most universities our country did not establish regulations of managing universities by law,the lack of basis.The Ministry of education develops,publishes and in January 1,2012from the formal implementation of the " Interim Measures for higher school regulations ",to promote the reform of higher education in china,the construction of modern university system has milepost sense,Chinese university entered the " constitutional " era.Provincial education departments should clear the universities to develop their constitution;the constitution,in order to combine their actual " approach " to the contents of the provisions of the creation of rules;formulation of regulations,must after full discussion and strict procedures.更多还原
