【摘要】 由于社会管理体制改革的需求,多元主体维护权益的需要和国际社会之间互动的影响,当下我国各类社会组织得以迅速生成和发展。但在双重管理体制下政府的监管失衡问题严重,九成社会组织处于"非法出生"状态,而且存在着"行政化运作"和"公益腐败"的发育缺陷。对此在社会管理创新过程中应当促进政府治理思想观念的转变,明确政府与社会组织的职能,加强社会组织的制度建设和强化社会组织的公共责任。更多还原

【Abstract】 Nowadays many kinds of social organizations were established and developing rapidly in need of the reformation of the social management system and the interest protection of multi-subjects,with the influence among the international communities.However,the vast majority of them have critical defects,namely administrative operation and corruption because of the diplex system of management and unbalance of the supervision from the government.Therefore during the process of innovative social management,the functions between the government and the social organizations must be defined,while the regulations and the public responsibilities of the social organizations were reinforced with the change of ideas of managing of the government.更多还原
