2011年西北电网风机脱网事故分析及启示

【摘要】 2011年2月24日,连接甘肃第一风电场的桥西变35kV设备故障,由于风电机组不具备低电压穿越能力以及风电场无功补偿装置缺乏快速自动调整能力,事故期间脱网风机共计598台,风电出力损失837.34 MW。详细介绍了事故前西北电网的运行情况,事故发生、发展和恢复过程,并通过仿真计算复现事故过程。总结了事故的经验和教训,提出加强继电保护装置的维护力度、提高风电机组低电压穿越能力、加强风电场无功补偿设备改造与管理、规范风电机组高电压运行要求,以及35 kV馈线单相故障后直接跳闸的建议,防止类似事故再次发生,保障我国电网的安全稳定运行。

【Abstract】 On February 24,2011,equipment fault occurred at 35kV side of Qiaoxi substation connected with the first wind farm of Gansu province,and this fault caused a serious wind turbine generators tripping accident,so that 598 wind power generators were tripped off and the lost output of the wind farm was 837.34MW during the fault period because the wind turbine generators did not possess low voltage ride-through ability and the reactive power compensator of the wind farm did not possess the ability of automatic regulation.Operational condition of Northwest China power grid before the accident is presented in detail and detailed description of occurrence,expansion and restoration of the fault are given,and the reappearance of the fault is carried out by simulation.Experiences and lesson of the fault are summarized.To prevent the recurrence of such a serious wind turbine generators tripping accident and to ensure the secure and stable operation of power grid,following suggestions are proposed: strengthening the maintenance of protective relayings;enhancing low voltage ride-through ability of wind turbine generators;improving the renovation and management of reactive power compensation devices of wind farms;standardizing the operation of wind power generation units under the 1.1 time of rated voltage;directly switching out the 35kV feeder,in which single-phase short-circuit fault occurs.
