【摘要】 内蒙古牧区是中国四大牧区之一,在经济社会发展中具有重要的战略地位,保障改善牧区民生是促进牧区又好又快发展的根本出发点和落脚点。内蒙古农村牧区社会保障制度改革20余年,依然存在着政府职能缺失、制度设计缺陷等一系列问题。从牧区区情出发,结合民族地区社会环境的复杂性和特殊性,构建了"中央政府——社会基本保障""地方政府(集体)——补充保障""市场——商业保险"和"社会(家庭、社区、民间机构)——互助"多层次的社会保障体系。更多还原

【Abstract】 Inner Mongolia,as one of the biggest pasturing areas in China,plays a very crucial role in the development of Chinese social economy.The sustainable development of this area is based on the improvement of people’s living standard.So the research on the construction of social security system has deep impact on the sustainable development of Inner Mongolia.A series of problems such as deficiencies in government function and policy design still exist.In view of the complexity and specialty of the social condition in pasturing area,the paper structures a multilevel social security system which includes ’central government-basic social security’,’local government-complementary security’,’market-commercial insurance’ and ’social-mutual assistant’,which could ensure the sustainable economic development of Inner Mongolia.更多还原
