【摘要】 城市新区是提升城市定位、完善城市功能的重要区域,针对新时期下新区规划建设在目标定位、发展理念、规划方法、管理模式等方面面临的新机遇和挑战,分析了城市新区规划的特征和重点,论证了重庆主城新区规划的理念创新和实践探索。认为彰显城市本底特色的规划理念和方法、以新区为载体带动城市功能整体跃升、远近结合动态实施的规划编制和管理机制是实现新区规划提升与转型的关键。更多还原

【Abstract】 New urban areas are an important planning vehicle for improving urban functions.This paper focuses on the opportunities and challenges facing new urban areas in terms of setting planning objectives,development concepts,planning methods,and management models.It analyzes the characteristics and priorities of new area planning and demonstrates the conceptual innovation and practical explorations pioneered by Chongqing.The paper concludes that the key to achieving improvement and transformation of new urban areas is to use new areas as an opportunity to fulfillment a wide array of urban functions.The task can only be accomplished by adopting dynamic implementation mechanism of immediate and long-term plans.更多还原
