我国城市供水行业规制效果评价

【摘要】 利用我国1992-2009年间的时间序列数据,结合VAR模型脉冲响应函数,对我国城市供水行业的政府规制行为与规制效果的动态关系进行了实证检验。研究发现,我国放松市场准入的规制和价格规制显著地促进了城市供水总量水平的发展,但长期看来这种促进作用正在逐渐减弱。价格规制导致行业生产成本上升,降低了生产效率。要促进我国城市供水行业的发展,需进一步放松市场准入规制,引入激励性价格规制模式。更多还原

【Abstract】 Using the series of time data from 1992 to 2009 which have been combined with VAR individual pulse function,this essay puts an empirical analysis to the dynamic relationships between government regulation of urban water supply industry and regulatory impact.It is found that deregulation of the access and reform of price regulation promotes the volume of urban water supply.However,this promotion is gradually weakening for the long term.The price regulation leads to the increase of cost and the decrease of efficiency.In order to promote the development of China’s urban water supply industry,the access regulation should be loosening further and incentive price regulation should be brought in.更多还原
