【摘要】 2008年以来,政府高度重视代建制在投资建设项目中的作用。通过访谈、问卷调查和项目调研等实证调查方式,对我国13个城市的政府投资项目代建制实施状况进行了深入研究。结果表明,13个城市代建制总体实施效果评价为中等水平,虽然其实施过程中控制效果有缺陷,但是在投资控制、建设规模和内容控制、质量和安全控制等方面效果显著,值得继续推广应用。代建制实施过程中存在着法律制度空缺、项目资金管理主体不明确、代建人激励约束机制不完善、代建市场不成熟等问题。对此,应完善相关法律制度体系、构建相应的市场准入和退出机制。更多还原

【Abstract】 Since 2008,governments at all levels pay high attention to the effect of Construction Agent System of government-funded construction projects.On the basis of interview,questionnaire,projects investigation,this essay researches 13 cities.Though the evaluation of Construction Agent System of government-funded construction projects in these cities is just middle level,Construction Agent System is obviously effective in the controls of capital size,construction scale and project quality,then is worth of being applied and promoted.There still exist many problems of deficient legal,uncertain capital manager,immature incentive and restraint mechanisms about construct agent,immature market,etc.Speeding up the drafting of law and establishing of market access and constructing withdraw mechanism will be useful.更多还原
