【摘要】 "十一五"期间我国公共文化服务财政投入的成效显著,但投入的总量仍显不足,尤其是财政投入结构相对失衡,文化投融资体系单一。我国公共文化服务财政投入机制优化,应以基本公共文化服务均等化为导向,建立健全政府间公共文化服务事权划分与责任分摊机制、均等化的公共文化服务财政转移支付机制、公共文化服务多元化社会投融资机制和公共文化服务投入绩效评价机制。更多还原

【Abstract】 During the"Eleventh Five-Year" Plan,China’s financial input in the public cultural service resulted in great effect.However,the total input is still insufficient.Moreover,the financial input structure was lack of balance and cultural financing system is short of variety.The optimization of financial input in China’s public cultural service system should be guided by equalization of basic public service and based on establishment and improvement of inter-government right-dividing and responsibility-sharing mechanism for public cultural service,equalized financial transfer payment mechanism for public cultural service,diversified financing mechanism for public cultural service and the performance evaluation mechanism for public cultural service input.更多还原
