【摘要】 冰雪产业随着我国的体育产业的不断发展而不断的发展起来。在这个过程中,黑龙江省作为冰雪产业发展的过程中一个最重要的省份,是我国的冰雪产业发展的一个最重要的省份。针对黑龙江的冰雪产业的集群发展过程中存在的冰雪产业缺乏科学化规范化的调整、产业的有形资产的运用程度还不够高、我国的冰雪产业的相关法律制度还存在比较大的空缺等问题进行分析,在此基础上提出调整产业结构,明确发展重点;健全相对应的相关条文和法律制度;大力提倡冰雪环保的低碳产业;正确定位政府职能,建立适宜冰雪产业集;发展的经济和社会环境;转变体育产业管理体制和经营机制;改善冰雪产业体系;培养冰雪产业人才;加强政府信息化管理职能和文化的建设等针对性的策略,为黑龙江的冰雪产业的集群发展提供理论支持。更多还原

【Abstract】 Along with the development of Chinese sports industry,the ice-snow industry is coming up.In the process,Heilongjiang is the most important province of Chinese ice-snow industry development.Based on analyzing the problems of the cluster development of Heilongjiang ice-snow industry about the adjustment with unscientific standardization,the tangible assets in low application,the vacancy of related legal system,the paper indicates some countermeasures for theoretically supporting the cluster development of Heilongjiang ice-snow industry as follows: definitude the development priority by adjusting the industrial structure,perfect the related legal system,strongly advocate the low-carbon industry with ice-snow environmental protection,establish fitting ice-snow industrial cluster by correctly orienting the government functions and socio-economic environment,change the management system and operating mechanism of sports industry,develop the system and person with ability in ice-snow industry,enhance the goverment functions of informatization management and cultural development.更多还原
