【摘要】 村委会选举中的群体性事件作为农民利益表达和维权的群体行动,彰显了农民的权利意识正在觉醒和增强。它在总体上可分为原发型和继发型两种基本类型。干群矛盾的积聚是其主要根源所在,切实改善干群关系、进行政治生态治理和建设已是严峻的现实需要。村委会选举中群体性事件的处置要走上法制化轨道,这又需要各级党政及其官员们转变观念和摆脱以往的思维定势,在健全法制方面注意加强立法、执法和司法诸方面的互相配合以发挥法制的整体效能,培养法治精神和养成依法办事的习惯。更多还原

【Abstract】 As a group action taken to claim and protect their interests,mass disturbance in Village Committee election reveals that peasants’ cautiousness of protecting their legal rights and interests is awakening and stretching.Generally speaking,it can be classified into two basic categories,namely,the primary and the consequential.Mass disturbance results from accumulation of contradictions between village officials and villagers.It has become an urgent task to improve relations between cadres and masses and construct a harmonious political ecology.Mass disturbance should be handled in a legal way,and cadres of the Party and the government at various levels should overcome their mental sets and change their ideas,promote cooperation in strengthening legislation,law enforcement and judicial system,bring the integral function of law into full play,and cultivate the spirit of the rule of law and develop the habit of acting in accordance with the law.更多还原
