【摘要】 张廷玉精通吏事,宽刑慎罚,理政宽平,务实为民。张氏从严治吏,重视上官对下官的引领示范作用,并认为良好官风之形成离不开社会道德舆论氛围的支持与引领。张氏整治刑律,奏改刑部滥禁、滥引律例之弊,着力改善办案过程中存在的合法性伤害和程式化办案等问题。程式化办案意指刑官在办案过程中参考甚至套用成案,更有道德败坏之刑官以套语来掩盖事实真相,在办案过程中出现以律就事还是以事就律等问题。张氏建章立制,规范权利运作机制,完善廷寄和奏折等制度。张氏治政思想内涵丰富,治政实践亦对康乾盛世的形成起到一定的推动作用。更多还原

【Abstract】 Zhang Ting-yu was good at political administration,unbiased and pragmatic.He was strict to the officials,emphasizing their signifying role and believing in the social moral supervision of their behavior.He readjusted the legal system and modified many shortcomings of it,for example,the mechanical copy of previous cases,using cliches to cover truth,etc.Zhang established regulations,standardized the operating system,perfected the rules for presenting files to the throne.His administrative thought was rich in connotation and had given impetus to the formatin of the thriving Kang Xi and Qian Long Period.更多还原
