【摘要】 20世纪70年代末开始的新自由主义及其私有化浪潮,在西方学术界和政策实践领域制造了两个所谓的程式化逻辑,即私有产权绝对比国有产权有效率;国有产权即意味着国家干预,必须实施彻底和不可逆转的私有化改革。然而,纵观资本主义发展过程中的私有化与国有化周期,特别是新自由主义时代,发达资本主义国家糟糕的经济表现,以及俄罗斯和拉美私有化的惨痛教训,无一不昭示着新自由主义理论和政策的危害。围绕"国进民退"之争,西方私有化理论也被国内一些人作为否定国有经济的理论工具。笔者认为,私有化不是中国国有企业改革的根本方向,更不能将社会主义和资本主义的国有经济等量齐观,从而否定国有经济在社会主义市场经济中的主导地位。更多还原

【Abstract】 The neoliberalism and the privatization wave that began in the late-1970s have made two stylized logic in the Western academic circle and the policy practice,namely the private ownership is utterly superior to the public ownership;The irreversible and mass privatization must be implemented since the state ownership means government intervention.However,the privatization and nationalization cycles in the history of capitalism,particularly the bad performance of developed countries and the lessons of privatization in Russia and Latin America all indicated that the harm of neoliberalism theory and the policy.Focus on disputes of "State advances and Private retreats"in China,such logic of privatization are used to against SOEs.We should neither take privatization as the fundamental orientation of SOE reform,nor make the socialist SOEs equal to the capitalist ones so that negate the leading position of state-owned economy in Socialist Market Economy.更多还原
